Dear xxx,

As a resident and voter in this county, I am writing to you to ask for an investigation into the electronic software and database used to administer elections in our county. I am not making allegations or focused on the disputed elections of the past. I am concerned about elections this November 2024. I ask that you investigate and take any necessary action to ensure that our future elections are fair and secure.

The reason I am concerned arises from a recent filing in the Supreme Court of the United States. It has been revealed that three highly qualified cyber security computer experts (see link below), discovered that critical encryption passwords were left in plain text in the election databases in some counties using Dominion’s database.

I am not suggesting that these problems exist here. Rather, I am simply asking for verification that our systems are inspected and found to be in good order.

If passwords for our election systems are easily discoverable by hackers, this would make it impossible to guarantee the integrity of our elections.  No matter which election vendor serves our county, it still warrants an examination. Like the recent spate of airline mishaps, if one airplane model is having problems it is a good idea for all systems to be checked to ensure that they are designed and working securely.

I specifically ask that a bipartisan team inspect to verify:

• If our election database user password is encrypted, and if not, demonstrate how that encryption will be turned on before voting this fall.
• If our election database has the same election database password keys (HMAC, x509, Rijndael Key, Rijndael Vector) in plain text as alleged to be the case in other counties. If so, please document how this will be corrected before voting this fall.
• To examine and turn on event/system logging to ensure that our electronic voting systems and database are auditable and traceable and that no database log file audit features are disabled.
• To ensure a clear auditable chain of custody for all devices that connect to our systems, including thumb drives and related technology.
• To ensure that a clear auditable chain of custody for all paper ballots (in person, mail, or dropbox) is preserved. Please ensure that these original ballots in our county are preserved until a bi-partisan inspection hand count by precinct is completed.
• To verify the election software contract in our county states that the election database is FIPS 140-2 certified and/or encrypted.
• Added steps for continuous monitoring of processes and procedures during the fall election that will increase public trust on a bi-partisan basis.

If you are not the official with authority over our election processes or the election database, I would appreciate it if you could please provide me with that person’s contact information and forward this letter to them. I want to make sure all relevant officials are fully aware of this potential problem that would prohibit our elections from being secure. 

I will be sharing my concerns and your response with as many of my friends and neighbors as possible. Everyone should want our elections to be fair and secure. 

I truly appreciate your service and your willingness to investigate this matter. Nothing done in the civic arena is more important than making sure our elections are done with integrity.
