Protecting Parental Rights in Trans Kid Disputes

The Department of Health and Human Services (HHS) has issued new guidance to all 50 states concerning child abuse and neglect cases involving gender identity. The Administration for Children and Families (ACF) sent letters clarifying that parents who affirm their child’s biological sex are not committing child abuse under federal law.

This guidance addresses alarming reports of states removing children from their homes simply because parents disagreed with radical gender ideology. Alex Adams, the Assistant Secretary for the ACF, stated that removing a child must be based on objective evidence of serious harm, not a parent’s objection to “irreversible sex rejecting medical interventions.” The administration is making it clear that parental rights and religious beliefs must be protected.

President Trump highlighted this issue in his State of the Union address, sharing the story of Sage Blair, a teenager whose parents lost custody for not affirming her new gender identity. The new HHS guidance is a direct response, ensuring that states understand that affirming biological reality and exercising religious beliefs are not grounds for breaking up a family. This is a victory for common sense and for families who have been unjustly targeted.

Holding States Accountable for Child Care Funds

In another significant move, the Trump administration has frozen billions in child care funds to five states pending a review for systemic fraud. The ACF notified New York, California, Illinois, Colorado, and Minnesota that it was suspending $10 billion in funding across programs like Temporary Assistance for Needy Families (TANF) and the Child Care Development Fund (CCDF). This action demonstrates a commitment to fiscal responsibility and ensuring that taxpayer dollars are stewarded wisely.

Concerns arose after reports of widespread fraud, particularly in Minnesota, where day care operations allegedly received millions in taxpayer funds without legitimate justification. The administration is demanding accountability, requiring the states to submit detailed records on all recipients of federal funds. HHS spokesman Andrew Nixon emphasized the department’s “duty to the American people to ensure their hard-earned taxpayer dollars are being used for legitimate purposes.”

The letter to Illinois also raised concerns that the state was illicitly providing federal benefits to illegal aliens, which are intended for American citizens. The funding freeze will remain until the review is complete, sending a powerful message that fraud and misuse of public funds will not be tolerated. This is a crucial step in restoring integrity to our nation’s welfare systems.

A Home for Every Child Initiative

The administration is also proactively working to strengthen the foster care system through the “A Home for Every Child” initiative. This national effort, led by the ACF, aims to expand the number of foster families and improve outcomes for vulnerable children. It is a call to action for communities to open their hearts and homes, reflecting the biblical mandate to care for the orphan.

Tennessee has become one of the first states to join this vital program. Governor Bill Lee signed a proclamation committing the state to this whole-of-government approach, which focuses on prevention services to keep families together and ensure a safe, stable home is ready for every child who enters state care. This partnership seeks to create a reality where more homes are waiting for children than children waiting for homes.

The “A Home for Every Child” initiative will use timely data to track progress in expanding foster home capacity and improving child outcomes. By supporting foster parents and kinship caregivers, the program strengthens the entire child welfare ecosystem.
