BONUS: Ten Commandments, Gold & Silver Bills Among 600 Signed By Gov. Abbott

Texas Gov. Greg Abbott signed more than 300 important bills into law Saturday, just one day before the 2025 legislative session deadline, bringing his total to more than 600 bills during the 89th Session.

Senate Bill 10, better known as the Ten Commandments law, was signed by Abbott on Saturday, signaling yet another massive win for religious freedom throughout Texas, bringing these essential rules for life back into the public space for the first time in more than 50 years. The bill requires every classroom in Texas public schools to display a very specific copy of the Ten Commandments — one that has been used on the grounds of the Texas State Capitol. “We specified in the law the specific text that needed to be in the posters, including everything from the font, the poster size. We had a lot of people suggest we use a modern translation of the Ten Commandments, and many had good arguments as to why we should do this,” Texas Sen. Phil King told Million Voices in an exclusive interview in June. “But we went with the text to show our consistency with Texas’s historical practices and understandings; we took the language, which is quite King James, because it’s the same version used in textbooks throughout America’s educational history.”

Transactional Gold & Silver

House Bill 1056, sponsored by Sen. Bryan Hughes, allowing for gold and silver to once again be used as a type of transactional currency. The bill “aims to give Texans the ability, likely through a mobile app or debit card system, to use gold and silver they hold in the state’s bullion depository to purchase groceries or other standard items,” according to MSN. The bill comes more than 50 years after Texas abandoned the gold standard, but follows states such as Utah, Louisiana, Oklahoma, Missouri and Arkansas in exploring ways to bring back the use of gold and silver for everyday transactions.

Abortion Law

Among the 600 bills signed by Abbott on Saturday, two stipulated rulings on life. Senate Bill 31 protects doctors and other medical staff who perform abortions in order to save a patient’s life or bodily functions. The unborn child can also be removed after a miscarriage or ectopic pregnancy, essentially defining gaps within existing legislation so no loopholes can be used to bring back the normalized practice of ending the life of unborn children just because people want to.

Senate Bill 33 further bans cities and other local governments from using any taxpayer dollars to fund out-of-state abortions or access to abortions.

Border Security & Crime & Law Enforcement

Abbott also moved to protect the rights of victims of various types of crime by signing House Bills 2355, 2492, and Senate Bill 761. Crime victims will now have more streamlined access to law enforcement records, be granted expanded rights, especially in the case of sexual assault. House Bill 2492 also mandates that individuals arrested for certain family violence offenses be held for four hours after posting bond — and also allows magistrates to hold alleged perpetrators for up to 48 hours if the individual has a history of violence or poses a continued threat.

Other Bills of Note

  • HB 3000: grant program for rural ambulance services
  • HB 27: requires all Texas public high school students complete at least a half-credit course in personal financial literacy
  • SB 11: students and employees of public schools are allowed to participate in a daily, voluntary period of prayer and the reading of religious texts
  • SB 17: stops foreign adversaries from purchasing land in Texas
  • SB 34: enhanced wildfire preparation and management, including the funding of volunteer fire departments
  • SB 36: streamlines homeland security activities in certain areas
  • SB 75: Grid Security Commission to evaluate and provide recommendations to address hazards to the ERCOT grid
  • SB 667: ends the state retirement system from investing in Chinese-affiliated entities
  • SB 835: makes nondisclosure, confidentiality agreements null and void in the case of sexual abuse
  • SB 1300: enhances penalties for retail theft, makes it easier to prosecute the crime
