Former Children’s Hospital Doctor Faces Federal Child Pornography Charges

In a disturbing discovery, the U.S. Attorney General’s office found that a former children’s hospital doctor has been hit with a federal charge for transporting and possessing child pornography.
Charging documents which contain information regarding the bust indicate that a Hamilton County Sheriff’s Office detective working on the FBI’s Child Exploitation Task Force investigated a cyber tip relating to image searches for child porn that directly originated from Saal’s IP address. The tip photo displayed two naked females around 10 years of age, engaged in sexual acts.
Massive Collection of Abuse Material
Through an ongoing review of Saal’s electronics, the FBI has so far found over 153,000 photos and 470 videos of child sexual abuse content. Some of the child porn involves children as young as a newborn.
This comes three months after the Justice Department announced their results from Operation Restore Justice, where 205 child sex abuse offenders were arrested in a nationwide effort.
FBI Director Kash Patel said, “Every child deserves to grow up free from fear and exploitation, and the FBI will continue to be relentless in our pursuit of those who exploit the most vulnerable among us.”
Among the strategies used by the FBI, Operation Soteria Shield was launch in April of 2025, which led to the arrests of 244 individuals in Texas, and the rescue of 109 previously unidentified children. More than 1,130 electronic devices were seized and 213 terabytes of unlawful data.
A Growing National Crisis
America has seen a series of arrests regarding child sexual abuse and exploitation over the years, but the problem appears to be worsening. Critics argue that easy access to pornography at an early age contributes to the crisis. Texas is among dozens of states that have passed age-verification laws requiring adults to present photo ID before accessing adult websites, an effort intended to curb harmful behavior.
Some of the most troubling cases involve offenders who work directly with children. Howard Saal is only the most recent example of such a betrayal of trust.
FBI Cincinnati Special Agent Elena Latarola praised the cooperation between agencies, stating:
“The FBI and our partners will continue to fiercely investigate those who attempt to sexually exploit children. I want to thank the Hamilton County Sheriff’s Office for their work on this investigation and for their strong partnership. Law enforcement is always more effective when we work together to address crime issues impacting our community.”
Law makers in Washington D.C. are also responding with additional legislation, according to a Senate report. STOPCASM Act of 2025, introduced by Senator Josh Hawley seeks to improve victim support and hold technology companies accountable for child sexual abuse materials and content. With the growth of technology, legislation addressing electronic devices is needed.
