Houston Pastor’s Case Defends First Amendment Rights

In Houston, Texas, a minister named Howard Camp was doing what he had done for nearly two years. He stood outside a public bus terminal, sharing the hope of Christ, praying with people, and handing out food and water. But one day, local police handcuffed him, detained him, and banned him from ever returning.
This shocking event is not just one man’s story; it is a critical reminder for all Christians about the importance of protecting religious liberty in our own communities. The battle for our constitutional freedoms is often fought not just in Washington, D.C., but on the sidewalks and in the public squares of our hometowns. This victory for Pastor Camp is a victory for every believer who seeks to share their faith openly.
For almost two years, Howard Camp’s ministry was a peaceful presence at the Scottcrest Drive METRO Terminal. He offered encouragement and support to anyone who would listen. His work was abruptly stopped in September 2025 when METRO police told him he needed a “permit” to share his faith.
When Pastor Camp questioned this, officers wrongly claimed the bus terminal was “private property.” They handcuffed him and issued a criminal trespass warning, threatening him with arrest if he ever returned to preach the Gospel. No rule was broken, and no disruption was caused; it was a clear case of a government entity trying to silence a man for his faith.
This is a direct assault on the First Amendment, which was designed to prevent this exact kind of government overreach. Our rights are not granted by local officials; they are God-given and protected by the Constitution. We must be vigilant in defending them.
The First Amendment Protects Your Local Ministry
The fight for Howard Camp’s rights shows why we must understand and defend religious liberty at the local level. The American Center for Law & Justice (ACLJ) stepped in, sending a demand letter to Houston METRO officials. The letter explained that the bus terminal is a public forum where all citizens, including Christians, have the right to free speech.
The ACLJ argued that Pastor Camp’s activities are “core protected speech under the First Amendment.” Preaching and sharing religious literature have a long and honored history in our nation. The government cannot simply declare a public space “private” to silence views it doesn’t like.
This case is a powerful example of why local actions matter so much. If officials can ban a pastor from a public terminal, they can silence anyone whose message they find inconvenient. This is not just a legal issue; it is a spiritual one. We are called to be salt and light, and that calling extends to our public squares.
Fortunately, faced with legal action, the Houston METRO rescinded the trespass warning against Pastor Camp. They acknowledged in writing that he is free to return and exercise his First Amendment rights. This is a significant victory that sets a precedent, ensuring officials cannot use “phantom rules” to target people of faith.
Why the Supreme Court and You Matter
This victory was not automatic. It happened because a faithful minister stood his ground and a dedicated legal team fought for his constitutional rights. The Supreme Court has repeatedly affirmed that religious speech holds a high place in our nation. It has the same protection as worship in our churches.
In cases like this, the Supreme Court’s past rulings provide the legal foundation to defend our freedoms. The court has recognized that sidewalks and other public areas are traditional forums for citizens to communicate and assemble. These are not privileges granted by the government, but fundamental rights.
As Christians, we have a duty to be aware of these rights and to stand up when they are threatened. When you see religious liberty challenged in your city, you can speak out at town hall meetings, support organizations that defend our freedoms, and educate others.
This is not someone else’s fight. As the ACLJ noted, if one preacher can be silenced, we are all at risk. We must be prepared to defend our right to share the Gospel without fear. Let the story of Howard Camp inspire you to be a bold voice for faith and freedom in your own community.
