President Donald Trump announced a complete reset of Corporate Average Fuel Economy (CAFE) standards on December 3, 2025. The official White House fact sheet declares the Biden-era mandates “ridiculously burdensome” and officially terminated. This single action saves American families nearly $109 billion over the next five years by stopping massive fines and forced price increases.
Biden’s rules illegally turned CAFE into a back-door electric-vehicle mandate that most Americans can’t afford and don’t want. Trump’s new standards are realistic for gas and diesel vehicles, restoring true consumer choice. The rollback follows legislation that already reduced CAFE penalties to zero and revoked California’s 2035 gas-car ban.
Trump’s team says the old rules broke the law by ignoring Congress’s limits under the Clean Air Act. They led to over $1 trillion in extra costs from past EPA actions. Now, the focus shifts to practical goals that help everyone.
A Quick History of CAFE Standards
CAFE began in 1975 after the Arab oil embargo caused gas shortages and high prices across America. Congress passed the Energy Policy and Conservation Act, requiring car makers to hit a fleet-wide average miles-per-gallon target. The first goal was to double fuel economy to 27.5 mpg by 1985, saving oil and cutting dependence on foreign suppliers.
For years, standards rose slowly under presidents from both parties. Changes gave companies time to adjust without big shocks. The Obama administration pushed harder, aiming for 54.5 mpg by 2025, though real numbers were lower with credits.
Trump’s first term eased those to about 40 mpg. Biden hiked them to 49 mpg by 2026, tying them to EV sales. Trump’s reset brings balance back, avoiding the chaos of sudden jumps.

Biden Mandates Made Cars More Expensive and Less Safe
Biden’s aggressive targets would have added almost $1,000 to the price of the average new vehicle. Automakers lost money on every EV sold and raised prices on trucks and SUVs to cover it. Trump’s reset ends that hidden tax on working families.
Safety improves immediately. Strict mileage rules forced lighter, plastic-heavy designs that perform worse in crashes. Senator Ted Cruz celebrated the change, saying it means “The result of what you’re doing, you’re literally saving people’s lives, and you are making it where families can get a new car.” Through 2050 the policy is projected to save more than 1,500 lives and prevent nearly 250,000 serious injuries.

Cheaper new cars also let families replace older, higher-risk vehicles faster, further cutting road deaths. The White House calls it a practical policy that actually protects people instead of punishing them.
Victory for Auto Workers and Everyday Drivers
U.S. factories no longer face billions in fines for missing impossible EV goals. Plants in key states like Michigan, Ohio, Kentucky, Alabama, and South Carolina can keep making the trucks and SUVs people really want. This keeps good jobs at home instead of sending them abroad to battery plants.
Rural families, farmers, and small business owners who rely on long-range pickups win big. EVs don’t yet meet their needs for towing or long trips without easy charging. Trump’s rules plus tax credits for U.S.-made cars make new vehicles affordable again.
The team is also repealing the 2009 EPA “endangerment finding” that kicked off the overreach. This locks in today’s wins for years, even if power shifts. It’s the biggest cut to auto red tape in decades.
