Minnesota COVID Fraud Scheme Ends with 41-Year Sentence

A massive pandemic relief fraud scheme has ended with a 41-year prison sentence. Aimee Bock, the former leader of a Minnesota nonprofit, orchestrated the theft of millions. This money was meant to feed hungry children during a global crisis.
The U.S. Justice Department has labeled this the largest COVID-19 fraud scheme. A federal judge sentenced Bock for her role in the $250 million operation. Her organization, Feeding Our Future, exploited emergency rules to steal taxpayer funds.
During the pandemic, the federal government relaxed oversight to get aid to people quickly. Bock and her network used these relaxed rules to bypass normal inspections. Instead of helping those in need, they created opportunities for large-scale theft.
“I understand I failed,” Bock admitted during her sentencing in federal court. “I failed the public, my family, everyone.” The court imposed a strict penalty to reflect the absolute severity of the betrayal.
The scale of this operation shocked investigators and lawmakers across the nation. Over 250 federal child nutrition program sites were opened in Minnesota under false pretenses. The organization went from managing millions to claiming hundreds of millions in a single year.
To put this into perspective, Safari Restaurant claimed to serve 5,000 children daily. In reality, these children did not exist, and the meals were never served. The organization submitted fake attendance rosters to the state to collect cash.
The fraud was shocking in its simplicity and devastating in its scope. Feeding Our Future employees actively recruited individuals to open food program sites. These new sites fraudulently claimed to serve thousands of meals within days.
Bock and her co-defendants created dozens of shell companies to enroll in the program. These fake businesses were used to receive and launder massive amounts of stolen money. In exchange for sponsoring these sites, Feeding Our Future received $18 million in unearned fees.
The Mechanics of the Massive Fraud Scheme
Beyond the administrative fees, the nonprofit’s employees demanded bribes and illegal kickbacks. Many of these secret payments were made in cash or hidden as consulting fees. This corrupt network treated federal emergency funds as a personal cash pipeline.
Law enforcement officials emphasized that stealing from the government is stealing from the American people. This egregious fraud represents a blatant betrayal of the public trust. Criminals robbed federal programs and left vulnerable families to struggle without support.
The investigation uncovered that the nonprofit claimed to have provided 91 million meals. The truth was that almost none of those meals reached hungry children. Instead, the funds flowed directly into the bank accounts of the fraudsters.
The fallout from this massive theft has permanently changed the state of Minnesota forever. The investigation has led to the convictions of dozens of individuals involved in the scheme. Authorities warn that similar vulnerabilities likely existed in other programs nationwide.
The stolen money did not go toward helping struggling communities survive the pandemic. Instead, the fraudsters funneled taxpayer funds into lavish personal purchases. They bought luxury cars, designer bags, high-end jewelry, and expensive electronics.
The proceeds of this criminal enterprise also funded massive real estate investments. Co-conspirators purchased residential and commercial properties in Minnesota, Ohio, and Kentucky. They even used the money to buy real estate in Kenya and Turkey.
International travel and luxury vacations were also funded by the stolen child nutrition money. The government exhibits displayed piles of cash and photos of a new Lamborghini. The sheer greed displayed by the defendants highlighted their callous disregard for decency.
President Trump previously highlighted the growing issue of fraudulent money laundering in the region. He noted that billions of dollars were missing from state oversight programs. The federal government eventually sent officers to the area to dismantle these networks.
A Lavish Lifestyle Built on Stolen Taxpayer Funds
State officials and local residents have expressed deep anger over the lack of oversight. Many are demanding stronger accountability measures for how public funds are distributed. Ensuring economic stewardship is the cornerstone of a healthy and functioning government.
This corruption puts essential federal funding at severe risk for those who need it. The American people deserve absolute integrity from organizations managing their tax dollars. We cannot allow deceitful actors to exploit programs designed to help our neighbors.
After a lengthy trial, justice was finally brought to those who exploited the crisis. A federal jury convicted Bock and Salim Said of multiple severe fraud charges. Their convictions included wire fraud, federal program bribery, and money laundering.
Bock’s lengthy prison sentence sends a powerful message that corruption will not go unpunished. Federal agencies remain highly committed to dismantling these criminal networks. They will continue to claw back every dollar stolen from the American people.
