Texas Senate Passes Congressional Maps Amid House Quorum-Break

While the Texas House of Representatives remains unable to vote on any bills during their special session due to a group of members maintaining their quorum-break, the Texas Senate has passed the new U.S. congressional maps. After days of chatter about the House’s inaction, the focus shifted to the Senate, which took its vote on Tuesday and passed the maps. During the vote, Democrats walked out of the chamber in frustration—following the example of their House colleagues, though without leaving the state.

Democrats Still Absent as Redistricting Fight Intensifies
House Democrats remain absent from the Capitol in a long-running stand-off. Several members are unaccounted for during quorum, and some now face the possibility of losing their seats over dereliction of duty. The previously reported “arrests” are not criminal arrests but civil arrests—meaning lawmakers can be detained and brought back to the chamber to fulfill their duty without facing criminal charges.
Democrats continue to oppose the Republican-led redistricting push. Proponents argue that Texas’ population boom since the 2021 census justifies adding at least five new congressional seats, with maps redrawn to more accurately represent the state’s growing voter base. Opponents, however, claim the plan is discriminatory. The U.S. Supreme Court in Alexander v. South Carolina State Conference NAACP ruled that political gerrymandering is constitutional and distinct from racial gerrymandering—the charge Democrats are making against Republicans.
O’Rourke and Party Leaders Rally Opposition
Beto O’Rourke, who lost his bid for the U.S. Senate against Ted Cruz, has used the controversy to rally Democrats. Video shows him at an event, using profanity and telling the crowd to forget the rules: “I want us to seize the initiative. I want them to redraw their districts right now!”

Critics point to the hypocrisy, recalling that just five years ago Democrats championed the “rule of law” while pushing sanctuary city policies to shield illegal immigrants from deportation. Now, they are openly advocating for abandoning rules when politically convenient. One X user summed it up: “Democrats when they lose elections: ‘who cares about the rules?’”
What Happens Next
While Democrats continue to fume over the new maps, the Senate has done its part—now it’s up to the House Republicans to act. Governor Greg Abbott has expressed confidence that the maps will pass; the only question is when. That timing depends entirely on when absent Democrats return to work.
